Callais, a number of Republican-led states felt empowered to redraw their majority-black congressional districts that typically send Democrats to Congress, and they hurried to devise new maps intended to tilt the balance in favor of the GOP in the House.
Midterm elections are typically adverse for the party in power, and with many political operatives forecasting that Republicans will shed their slender majority in the House this fall, the GOP is scrambling to maximize its number of seats.
