A database that the Trump administration had made the centerpiece of its bid to identify noncitizen voters was given a renewed purpose last month when the Supreme Court issued a stay on a lower court ruling that had forbidden the administration and election officials from using the tool to search voter rolls for noncitizens.
After the Department of Homeland Security rolled out the revamped Systematic Alien Verification for Entitlements (SAVE) database the previous year, more than twenty states quickly embraced it, loading their voter rolls into the system and producing lists of individuals who might not be citizens for investigation.
